PURPOSE: Oscillating arm apparatus for manufacturing a tire reinforcement from a single cord is provided. CONSTITUTION: The system of oscillating arms(3) is mounted on a plate(30) and causes the eyelet(6) to describe a movement flying over the core, and even passing round it in many embodiments. In all scenarios, the system of oscillating arms(3) causes the eyelet(6) to perform a movement in a plane. The eyelet(6) is flared: it forms a funnel with a large opening on the side on which the cord(4) arrives and a smaller orifice on the side on which the cord(4) exits.
