PURPOSE: Provided are both of a solid catalyst component for polymerizing an α-olefin and a catalyst for polymerizing an α-olefin which have high ability in stereospecific polymerization enough to dispense with the removal of an amorphous polymer while maintaining high polymerizing activity. CONSTITUTION: The solid catalyst component for polymerizing an α-olefin is obtained by bringing a solid reaction product (e) obtained through the reduction of a titanium compound represented by general formula(1) (wherein (a) is a number of 2 to 20; R2 is a 1-20C hydrocarbon group; and X2s are each a halogen atom or a 1-20C oxyhydrocarbon group) with an organomagnesium compound into contact with a halide (a) of a group 14 element, an electron donative compound (b) and/or an organic acid halide (c), and a compound (d) having a Ti-halogen bond in the presence of an organosilicon compound having Si-O bond. The catalyst for polymerizing an α-olefin is obtained by using a solid catalyst component (A), an organoaluminum (B) and an electron donative compound (C).
