PROBLEM TO BE SOLVED: To solve the problem of a conventional signal coding transmitter and a conventional signal decoding receiver having frequent occurrences of inability to output a video signal due to incomplete reception of signals of all of multi-carriers, in the case of a bad reception state because the conventional signal coding transmitter and the conventional signal decoding receiver cannot decode the video signal, without received the signals of all of the multi- carriers. SOLUTION: The signal-coding transmitter is characterized in the provision of a hierarchical coding means that applies hierarchical processing to a signal to be sent into a plurality of layers and outputs plural compression bit streams generated by coding signals of each layer respectively and of a modulation/ transmission means that modulates each outputted compression bit stream by (1) a modulation system decided, on the basis of each layer and/or (2) transmits the modulated signal with a carrier.
