PROBLEM TO BE SOLVED: To provide a method of forming an electrode layer of good adhesiveness and of low resistance on a current collector. SOLUTION: The electrode structure 1, a battery therewith and a method of manufacturing the electric double-layered capacitor are formed through the following processes; a mixture 31 of the electrode materials 11, a binder 17 and a solvent is coated on the current collector 13, and the solvent 19 is evaporated by the irradiation of infrared ray 52 on the coated mixture 31 and the electrode layer 18 is formed on the current collector.
