SOLUTION: It is determined whether or not a gap z between a movable element moved by energizing force of a spring and an electromagnet substantially reaches a first control target position ze1, and the speed v of the element substantially reaches a first speed target value re1 or not. Before reaching, the control target position z is set to a first control target position ze1, and the speed v is set to the first speed target value re1 After reaching, the control target position z is set to a second control target position ze2, and the speed v is set to a second target value re2.
