PROBLEM TO BE SOLVED: To provide a lightweight fill structure capable of reducing leveling work for the fill of a slope and the period of construction work. SOLUTION: The lightweight fill structure is filled with a foaming synthetic resin between a retaining wall and a slope. Rigid urethane foam is formed at the bottom of the slope and a leveling layer is formed on top of the rigid urethane foam. Blocks of rigid foaming synthetic resin are placed on top of the leveling layer and piled up.
