PURPOSE: A device and a method for outputting still images are provided to display the still images corresponding to an image signal recorded on a tape recording medium while transferring the tape at a high speed in a high speed playback mode. CONSTITUTION: A head(1) reads and records signals on a videotape. A pre-amplifier(2) pre-amplifies the signal. An error correction unit(3) corrects error in the signal. A digital reproducing signal process unit(4) processes the signal for outputting as a transport stream. A digital recording signal process unit(5) outputs the transport stream to the pre-amplifier. A still frame recognize information generate/detect unit(8) detects still frame recognize information from the transport stream while outputting the still frame recognize information to the digital recording signal process unit. A memory stores the transport stream for each frame. A microcomputer(7) controls components according to input keys from a user.
