PROBLEM TO BE SOLVED: To provide an Internet connection service device enabling a user to enjoy the Internet free of charge and capable of realizing an advertisement format for positively calling the user to an advertiser's site. SOLUTION: A user management part 240 manages free connection available time expressing time allowing the connection of a user's communication terminal 10 to the Internet free of charge in each user, and when the user is connected to an advertiser's site introduced by list display or the like on a prescribed web page, fixed time is added to the free connection available time of the user. The connection time of the user's communication terminal 10 to the Internet is subtracted from the free connection available time of the user, and when the free connection available time disappears, connection to the Internet is stopped.
