PROBLEM TO BE SOLVED: To provide a speed controlling device and a method capable of preventing the wrong operation by executing the control not against the driver's will by judging the driver's will to decelerate. SOLUTION: This control device comprises a traveling condition detecting part for detecting a speed, a turning direction, a braking condition, and an opening of a throttle valve (TB), a radio transmitter and receiver for transmitting and receiving a radio signal of low output including the distance information of a restricted area, a central processing unit setting the ISA mode as the control mode on the basis of the traveling condition in the restricted area, and controlling the traveling condition while judging whether the actual traveling condition is fitted to the traveling condition or not, and the driver's will to decelerate, an engine control part for outputting a TB opening control signal, a TB electronic control part receiving the input of the signal to output the same to the TB, and a display part of displaying the set ISA mode and the vehicle condition. |
