PROBLEM TO BE SOLVED: To provide an optical head feed control method capable of executing stable seek operation and tracking control operation by preventing the occurrence of off-tracking in reproducing or recording the information on an optical information recording medium and an information recording and reproducing device. SOLUTION: A controller 17 compares the captured output level Vlpf of an LPF 16 with a prescribed threshold level Vth and in the case of Vlpf>=Vth, the controller performs an actuator feed by microstep driving of a stepping motor 20 via a stepping motor driver 19 after lapse of a period when jump operation is not carried out during the prescribed pause time. When Vlpf<Vth is thereafter attained after lapse of the prescribed pause time, a jump trigger signal tj is outputted to a jump pulse forming circuit 15. The jump pulse forming circuit 15 forms a signal j and supplies this signal via an adder circuit 13 to a tracking driver. A tracking actuator 9 is driven according to this jump signal j, by which the tracking jump operation is executed.
