PROBLEM TO BE SOLVED: To provide a housing bag for a thin battery in which the lead wires do not need previous positioning, and in which short-circuiting is prevented between the lead wires. SOLUTION: The sheet material 1 equipped with a sealant layer 8 and a metal layer 9 is folded keeping the sealant layer 8 inside. Then, the peripheral portion except the folded face 2 is heat-sealed, and the space between the heat- sealed sealant layer 9 and the sealant layer 8 is formed as an outlet for the lead wire 6. At the portion of the sheet material 1 positioned to the outlet, the thermosetting insulating layer 12 composed of epoxy resins is applied between the sealant layer 8 and the metal layer 9.
