PROBLEM TO BE SOLVED: To provide a two-piece structure base frame which is used for a press-fitting and extracting device for press-fitting or extracting a steel pipe casing into or from the ground while fully rotating and can be installed and carried with ease. SOLUTION: A base frame 100 comprises a right frame 110 and a left frame 120 connected to each other for forming a central aperture to surround a steel pipe casing P. The steel pipe casing P is press-fitted or extracted by rotating the pivot gear 500 built in the elevation frame 200 by a hydraulic motor 400 with an elevation frame 200 superposed on the base frame 100 through an elevation jack 300 and the steel pipe casing P clamped by a clamp 600. The right frame 110 and the left frame 120 are connected to each other in a flushed state by engaging the stepped thick-walled section 152 of an end face connecting mechanism 150 with a thin-walled section 156 and engaging an engaging groove 153 with an engaging projection 157.
