PROBLEM TO BE SOLVED: To provide a vibration-damping building having a horizontal vibration- damping device displaying a vertical-damping effect by using deformation of a building frame by horizontal force of an earthquake, etc. SOLUTION: Two fulcrums are provided with a distance in the axial direction of an objective member to deform to extend and contract in the axial direction as a building receives horizontal force, two rotating members one ends of which are supported by the two fulcrums and the objective member form a triangle as they are arranged with the fulcrums at positions with a distance in the orthogonal direction with an axis of the objective member, and the fulcrums of the two rotating members are connected to each other free to rotate. A fixed plate is provided in arrangement in parallel with rotating surfaces of the two rotating members, a rotating plate is provided in arrangement in parallel with the fixed plate on the rotating member, and a horizontal vibration- damping device is constituted by setting a viscoelastic body in a clearance between the fixed plate and the rotating plate.
