PROBLEM TO BE SOLVED: To adjust the position of a valve element by moving an operating rod vertically, and open and close the valve element with a slight operating force by ensuring positioning of the valve element. SOLUTION: When a vertical groove 73 in a vertical movement guiding cylinder 65 is in engagement with the projection 75 of a receiving cylinder portion 64, the operating rod 62 and the vertical movement guiding cylinder 65 are integrated together by engagement of an external thread portion 66 with an internal thread portion 67 and can move vertically. Under these conditions, rotation of the operating rod 62 in a tightening or loosening direction causes the projection 75 provided on the inner surface of the receiving cylinder portion 62 to move to a horizontal groove 74 to integrate the vertical movement guiding cylinder 65 with the receiving cylinder portion 64. Then the operating rod 62 rises and falls and the valve element 61 can be operated for opening and closing.
