PURPOSE: An electric power control device of a monitor and a method thereof are provided to satisfy a standardization of DPM 3W by stopping an operation of a digital receiving part in case of a power saving mode. CONSTITUTION: If there is no horizontal/vertical synchronous signal, an operation of a digital receiving part is stopped(S4). After this, if a clock signal is abnormally output from an interface, the digital receiving part is not operated, and the digital receiving part is operated in a power saving mode(S6). On the other hand, if the clock signal is normally output from an interface, because the power saving mode is changed into a normal mode, the digital receiving part is operated(S7). And, in order to certify a normal operation of the digital receiving part, it is decided whether an SCDT signal is output or not(S8,S9). If the SCDT signal is output normally, the digital receiving part is operated normally(S11), and it is decided whether the electric power is turned off or not(S12). If the electric power is turned off, all processes is terminated, and if not, it is decided whether there is the horizontal/vertical synchronous signal or not.
