PROBLEM TO BE SOLVED: To reduce an increase in the load on an ATM switch part due to an increase of communication of a control information signal between functional blocks when the load of call control processing on a system increases. SOLUTION: An ATM switch part composed of a main ATM switch part and a local ATM switch part is used to send and receive the control information signal between functional blocks and communication in functional blocks under the control of each local ATM switch part is carried out closely in the local ATM switch part, not through the main ATM switch part.
