SOLUTION: The management device is provided with a mobile communication terminal 21 provided with a radio unit 22 which can output a signal by radio and a read unit 22 which can read a discrimination signal, a game part 1 which enables a user to play a game on the basis of personal information, an input part 19 which is provided in the game part 1 and inputs personal information from the mobile communication terminal 21 by a radio signal, a peculiar discrimination symbol 24 which is provided in the game part 1 and can be externally read to discriminate the game part 1, and a control part 5 which calls an information service center 28 on the basis of radio signal input of personal information by the radio unit 22 of the mobile communication terminal 21 and read of the discrimination symbol 24 by the discrimination unit 22 and allows the game in the game part 1 on the basis of this call originating, and the information service center 28 charges the user for the game in the game part.
