PROBLEM TO BE SOLVED: To provide an accounting system for charging use fees according to the use quantity of a user. SOLUTION: An accounting control circuit 10 of a device 20 of each user and an accounting server 40 are respectively provided with a communicating means for communicating with each other, and the accounting server 40 is provided with a permission information notifying means for deciding the available quantity and range, and for transmitting the result to the accounting control circuit 10, and the accounting control circuit 10 is provide with a permission information recording means for recording and updating the permission information according to information and instruction transmitted form the accounting server 40, and for referring to this, a use information detecting means 12 for detecting the use information of the device 20 by the user, and an availability/unavailability control means 13 for deciding the validity/invalidity of the execution of a stopping means and a restarting means, and for executing this. When the use quantity of the user exceeds the allowable quantity, this is detected, and the device is stopped, and after the permission information is received from the accounting server 40, the device is restarted. |
