PROBLEM TO BE SOLVED: To provide a heat exchanger that has the improved coefficient of contact heat transfer and has good heat transfer performance by improving the shape of a fin collar and increasing the degree of adhesion of a fin to a heating tube after tube expanding. SOLUTION: There are provided a plurality of heating tubes 6 arranged in parallel and a plate fin 1 that is orthogonal to the heating tubes 6, and the shape of a fin collar 20, through which the heating tubes 6 in the plate fin 1 are passed, is made to be projected to the heating tube side to bring the heating tubes 6 into contact with the curved surface part of the fin collar 20.
