PROBLEM TO BE SOLVED: To minimize a structure space for a filter device by simplifying the structure of a valve device. SOLUTION: A filter inserting element 32 is arranged in a casing of a filter device 16. An inflow path 42 from a fuel tank opens to a dirty side in the casing, and an outflow path to an internal combustion engine is derived from a clean side, and a returning path 44 to the fuel tank is derived from the dirty side. A valve device controlling the returning path is provided with a diaphragm 58 loaded by fuel pressure in the clean side of the filter device. A rod 60 is united to the diaphragm, and the rod penetrates a through-hole 35 of the filter inserting element from the clean side to the dirty side. An end portion area of the rod is formed as a seal surface 64, and the seal surface is co-operated with a valve seat 65 including the returning path. When the fuel pressure in the clean side exceeds a specified value, the returning path is opened by the valve device. A heating device is arranged in the dirty side of the filter device.
