PROBLEM TO BE SOLVED: To improve dispersion of fluorescent particles of radiation conversion panels, enhance sensitivity and reduce the noise. SOLUTION: The fluorescent layer of radiation image conversion panel is to include a combining agent, a fluorescent body and at least one kind of organic phosphite indicated by equation (1) or (2) R is aryl, hetero cycle and in equation (1) and alkyl group, aryl group or hetero cycle which can be replaced by a substituent. M indicates hydrogen atom, alikali metal or N+(R1)4 (where R1 is alkyl group with carbon number of 2 or smaller) and (n) indicates an integer of 1 or 2}.
