PROBLEM TO BE SOLVED: To prevent as for as possible a state where a memory overflows during accumulation of information and only incomplete information is accumu lated and to conduct stable accumulation. SOLUTION: A memory residual amount detection means 9 detects the memory residual amount M of a memory 30. A threshold generation means 41 outputs a threshold Mth on the memory residual amount of the memory 30. A comparison means 53 compares the memory residual amount M detected by the memory residual amount detection means 9 with the threshold Mth outputted from the threshold generation means 41. A priority judgment means 51 judges priority on permission of accumulation to the memory 30. When the comparison means 53 judges that the memory residual amount M becomes lower than the threshold Mth, a selection means 52 selects an accumulation operation for permitting accumulation to the memory 30 in accordance with priority.
