PROBLEM TO BE SOLVED: To prevent a crossing accident by automatically alarming that a vehicle is stuck in a crossing and the crossing accident is anticipated. SOLUTION: When a vehicle having an emergency alarm device 2 enters a crossing when a crossing alarm is sounding, infrared light receivers 15a to 15d receive infrared rays emitted only in the crossing, and a signal conversion circuit 18 converts this light reception signal to an intra-crossing signal. A data extraction circuit 19 extracts the telephone number of a telephone set, which is installed in a train approaching the crossing, and the discrimination code of the crossing from the intra-crossing signal. An emergency alarm control circuit 22 discriminates the state of the strain on the basis of the speed inputted from a speed operation circuit 21 and automatically send the discrimination code or the like to the train by a mobile telephone 17 on the condition that a vehicle is stacked for a prescribed time in the reception state of the intra- crossing signal.
