PROBLEM TO BE SOLVED: To develop a plotting command to a bit map by switching a parameter to indicate image quality of an image which is specified as compressed data by attribute information prepared by using the plotting command and attribute information of the plotting command. SOLUTION: Area specification data to specify an area of an image as the plotting command and the compressed data with a parameter to specify the image quality to the area are inputted and the inputted compressed data is extended by an extending part 111. A plotting part 109 develops the inputted plotting command to a first bit map and stores it in a BM1 storage part 116 and a plotting part 110 generates the attribute information corresponding to each pixel of the first bit map from the attribute information of intermediate data. A converting part 113 can switch a conversion processing by switching the parameter according to the attribute information when the bit map 1 is converted into a bit map 2.
