PROBLEM TO BE SOLVED: To provide a device for connecting a discharge pipe on water, enabling the discharge pipe to be connected rapidly and safely even through on-water operations affected by waves, without requiring wide space for placing the discharge pipe horizontally. SOLUTION: The device comprises a waterborne pontoon 7, a frame projecting from the pontoon 7, a travel rail laid on the frame, a movable truck mounted on the travel rail, a holding cylinder installed on the truck and being rotatable about a vertical axis and having a vertical through hole bored therein, and a moving device for hoisting the truck out of the travel rail.
