PURPOSE: The system and method are provided to learn English, Japanese, Chinese, and Korean in a personal computer or a telephone. CONSTITUTION: The system comprises the learning stages of; listening and repeating in phonetic sound the contents of learning to evaluate the talk language; connecting the learning system via nearly communication or Internet and listening and repeating the content of learning in sound to evaluate the leveling, questioning and answering in the sound for evaluation of the learning; talking between the student and the appraiser for evaluation; controlling the learning level with the level of the student potential; guiding the students on the schedule of leaning; guiding the long absentee on the learning; talking between the student and the system; and giving talk language between the student and the system.
