PURPOSE: A system for air-permeating and heat-insulating roof of building is provided to form a roof of the building such as factory, art gallery, exhibition hall and/or warehouse in order to improve cooling and/or warming efficiencies of inner space of the building by adopting a specified structure of the building. CONSTITUTION: The system comprises an inner panel portion(1) inclined by supporting bars arranged at equal intervals on outer wall(4) of a building; an outer panel portion(2) spaced from the inner panel portion(2) to form air-permeable layer(A); an insulation layer; a cover(10) for a ridge of roof; multiple ventilators(30) mounted apart from an equal distance along the cover(10); eave shields(40,50) at front and rear sides of the outer panel portion(2) and both eaves of the building to seal the layer(A). The ridge cover(10) has an exhaust damper(20) to open/close an air-permeable spacer(B) to allow air ventilation to outside.
