PROBLEM TO BE SOLVED: To obtain an organic grouting material for a splice of a reinforcing steel bar, curable at a temperature as low as <=5 deg.C and capable of integrating a steel bar. SOLUTION: The objective grouting material is obtained by using an epoxy resin composition composed of a compound containing a heterocyclic group and expressed by general formula (1) ((n) is an integer of 1-10; X1, Y1 and Z1 are each independently O or S; R1 is a residue of a compound containing a cyclic ether group or hydrogen atom; and R2 is a 2-10C hydrocarbon group), a polyepoxide compound and an amino compound having two or more active hydrogen atoms derived from a primary and/or secondary amino group in the molecule.
