PROBLEM TO BE SOLVED: To provide a cleaning method capable method capable of cleaning an organic compound waste liquid of ultrahigh concentration up to a dischargeable state at a low cost without using diluting water at all. SOLUTION: Water is added to a waste liquid to be treated to prepare waste liquids the TOC values of which are respectively adjusted to about 50,000, about 10,000, about 1,000, and about 200 ppm and these waste liquids are housed in first-fourth tanks along with a photosynthetic bacteria culture solution and the waste liquid to be treated is successively allowed to flow in the first-fourth tanks to be cleaned.
