PROBLEM TO BE SOLVED: To clean/restore soil only in a necessary place by dispersing bacteria uniformly in soil and sprinkling the bacteria limitedly in polluted soil. SOLUTION: A digging/agitating apparatus 1 having agitation blades 11 is inserted into the ground, bacterial slurry or powder for decomposing pollutants is injected form the tip of a digging/agitating shaft 10 into soil, the bacteria and the soil are mixed by the blades 11 while they are moved vertically, and cleaning columns 2 are formed in the soil. The columns 2 are arranged to overlap each other, and a polluted area is purified/restored thoroughly. By inserting the shaft 10 slantingly into the ground, soil in the lower part of a structure can be leaned/restored.
