PROBLEM TO BE SOLVED: To provide a method and an apparatus for forming a tooth profile product in which a tooth flank of the tooth profile previously formed in a prescribed shape can be formed correctly to have a desired shape with excellent accuracy without generating any torsion of a tooth space with a simple configuration. SOLUTION: The forming apparatus comprises a blade tool 1 which has a tooth flank forming part 10 formed according to the shape of an inversely tapered surface TF to be formed so that the tooth flank forming part 10 is radially arranged corresponding to the tooth space ts, a welding means 2 which moves each blade tool in the radial direction to weld the tooth flank forming part to the tooth flank of each tooth profile, and a center position adjusting mechanism 3 to make an adjustment so that C1 of the tooth flank forming part 10 of a plurality of blade tools 1 arranged in the radial direction is deviated to the center CW of the tooth profile t of a work W.
