PROBLEM TO BE SOLVED: To provide a method for highly cleaning and refining highly clean stainless steel free of surface flaws and internal defects by forming an MgO-base inclusion and CaO-Al2O3-base inclusion. SOLUTION: In refining the crude molten steel of the stainless steel in an AOD furnace, etc., having lining refractories consisting of magnesia base refractories, CaO-SiO2-Al2O3-MgO-base slag is formed by adding coal and fluorite into the furnace described above after decarbonizing and refining stage and the respective reactions of reduction, desulfurization and deoxidation of chromium are affected by adding either one or both of Al or Si into the molten metal in the furnace, following which the Al content in the molten steel is regulated to >=0.005 wt.% in a blowing finishing period.
