PROBLEM TO BE SOLVED: To provide a method of easily and inexpensively decomposing halide harmful matter as a hardly decomposable compound, in safety. SOLUTION: A polybiphenyl chloride compound, in particular, dioxins, PCB or the like, or halide matter such as organic halogen agricultural chemicals, an organic halogen compound, a haloethylene compound or the like as a hardly decomposable compound and f harmful matter, is dehalogenated by using a reducing decomposition agent under the irradiation of ultraviolet ray or ultrasonic wave to decompose the halide harmful matter. Further the halide harmful matter can be decomposed by dehalogenating chemical equivalent matter chemically equivalent to the halide harmful matter in decomposing reaction, and having low toxicity or free from toxicity by using chemical matter such as a reducing agent, i.e., acid, alkali, aluminum lithium hydride, a biological means such as micro-organism and enzyme, and a physical means such as ultraviolet ray, ultrasonic wave without directly using the halide harmful matter. The decomposition is detected by the thin layer chromatographic analysis or the UV irradiation.
