PROBLEM TO BE SOLVED: To provide a filter for selectively removing leukocytes capable of selectively removing the leukocytes from a cell floating solution represented by blood containing both platelets and leukocytes and having an excellent platelet transmission factor and excellent leukocyte removal performance and to provide its manufacturing method. SOLUTION: The surface of a filter base material is irradiated with energy ray and/or applied with a discharge process, then it is coated with a hydrophilic polymer solution to obtain the filter for selectively removing leukocytes by this manufacturing method.
