PROBLEM TO BE SOLVED: To provide an image forming apparatus wherein irradiation time by a laser light for forming a latent image is controlled by PWM controlling and an amount of toner is controlled by a unit of pixel, thereby executing a toner saving operation. SOLUTION: A bitmap image is developed in an image storing section 10 by a CPU (not shown in the figure) and the developed bitmap image is transferred to a parallel-serial converter circuit 40 by a video DMA circuit 30 and is then converted to serial image data by an image basic clock generated by a PLL CLK Generator 30. The PLL CLK Generator 20 generates a toner saving signal based on the other clock signal which is formed by dividing the image basic clock into an integer number not less than 0. The serial image data and the toner saving signal are subjected to an AND operation by an AND circuit 50, thereby accomplishing the above purpose.
