PURPOSE: To smoothly handle hoses and cables connected to a torch regardless of the number of them when groove cutting is applied to a stock to be cut by a gas cutting torch and a plasma cutting torch, moreover to simplify structure and to attain miniaturization. CONSTITUTION: In this torch angle setting device A, longitudinal links 1a-1d whose lower end parts are turnably supported by a frame 21 are arranged in the longitudinal direction, and the upper end part and the intermediate part of these longitudinal links 1a-1d are connected to lateral links 2a, 2b to compose a three-dimensional parallel link. A tilting member 3 which is composed of a motor 24, an arm 25 and a transmission member 26 and which tilts the longitudinal links 1a-1d by turning the arm 25 and a turning member 4 which is composed of a turning motor 29, a transmission member 30 and splines 27a, 27b and which conically turns the longitudinal links 1a-1d including the tilting member 3 around a fulcrum with the frame 21 are provided. Further, the cutting torch 5 operating in parallel to the longitudinal links 1a-1d is provided.
