PURPOSE: A device for inspecting image quality and a method of the same are provided to improve a reliability of an image quality inspection by standardizing a noise inserted into an image of an inspection pattern. CONSTITUTION: A pattern signal generating unit(13) generates an inspection pattern signal. A pattern frame synchronous signal generating unit(15) generates a pattern frame synchronous signal. A pattern generator(11) displays the inspection pattern signal on a video display unit according to the pattern frame synchronous signal. An imaging frame synchronous signal generating unit(26) generates an imaging frame synchronous signal. A camera(21) images the inspection pattern displayed on the video display unit according to the imaging frame synchronous signal. A phase selecting unit(24) selects an arbitrary phase point inter the pattern frame synchronous signal. A synchronous signal synchronizing unit(23) synchronizes a first signal of the imaging frame synchronous signal with the selected phase point.
