PURPOSE: A device for decoding TV video signal and a method of the same are provided to perform a tint control function by using a CSC(color space converter). CONSTITUTION: A tint controller(1) transforms a CSC coefficient into a tint control considering coefficient by using a plurality of original CSC coefficient, a sine theta value, and a cosine theta value. A CSC(2) converts the tint control considering coefficient of the tint controller(1) into a plurality of color signal component(R, G, B) to display on a monitor The tint controller(1) consists of a plurality of multiplexor and a plurality of multiplier. The CSC(2) consists of a plurality of multiplier and a plurality of adder.
