PURPOSE: A vibration-proof and soundproof device in a track of a railroad is provided to effectively reduce vibration and noise and to improve the riding comfort of a train by mosaically synthesizing different rubber materials through a low temperature pressing method. CONSTITUTION: A vibration-proof and soundproof device comprises a first staying device(10) to prevent a transmission of vibration to a sleeper(2) through a rail(1) by installing between a rail loading portion and the rail; a rail combining device(3) to fix a position of the rail on the rail loading portion; a horizontal pressure band(13) to absorb outward pressure of a track by centrifugal force when a train is traveled in the curved track; and a second staying device(11) to absorb shock load through the sleeper by installing under the sleeper. Thereby, the corrosion of the rail by the horizontal pressure and the friction are reduced. Moreover, the unnecessary friction resistance is prevented and the electric insulating effect is maximized.
