PROBLEM TO BE SOLVED: To suitably control base station transmission power to a communication terminal without being affected by the environment or transmission rate of the communication terminal. SOLUTION: In the communication terminal, a receiving quality is measured, the measured result is reported to a base station apparatus, in which a transmission rate is switched on the basis of the reported result of the receiving quality. Thus, starting from the moment when the receiving quality of the communication terminal becomes inferior, the transmission rate is switched. Besides, corresponding to the state of the communication path between the communication terminal and the base station apparatus, the transmission rate is switched so as to suppress the magnitude of interference to the other to an allowable range.
