PROBLEM TO BE SOLVED: To solve a problem that a picture whose printing is inhibited by law cannot precisely be decided at high speed in a band unit. SOLUTION: A judgment means judging whether information showing that picture is the object of decision is included in the picture which is supplied in the band unit and whose output is requested at every prescribed area and a deciding means deciding the prescribed area for the picture whose output is requested at every prescribed distance are disposed.
