<p>PROBLEM TO BE SOLVED: To provide a video tape recording and reproducing device that can relieve a load and a specification requirement of a network and a video server side. SOLUTION: A buffer memory 3 measures a buffer usage rate and gives the result to a tape drive controller 5. The tape drive controller 5 decreases a tape drive speed when the buffer usage rate is larger than a proper value or increases the tape drive speed when the buffer usage rate is smaller than the proper value in the reproduction process. Furthermore, the tape drive controller 5 temporarily stops tape driving when the transmission rate of the network is low and the buffer usage rate is lower than a proper rate or restarts the tape driving when the buffer usage rate is more than the proper rate to record the signal in the recording process. Thus, the reproduction speed or the recording speed by the tape driver 1 can be matched with the transmission rate of the network.</p> |
