PROBLEM TO BE SOLVED: To realize a parallel image decoder with superior processing efficiency that employs decoders, adopting successive processing as its basic processing. SOLUTION: An input bit stream division section 1 divides an input bit stream (a) into picture coding information included, in various headers and n-sets of division streams (c) and provides an output of picture coding information and the division streams (c). Division image decoding section 2 of n-sets (n>=2) use picture coding information to decode each division stream (c) and provides an output of a division picture (d), that is the decoding result and division picture position information denoting a position of an upper left macro block. An image-coupling section 3 uses the division image position information to couple n-sets of the division image (d) and provides an output of a coupled picture (f).
