PROBLEM TO BE SOLVED: To provide a damper device for a camera by which the moving speed of the moving member of a camera is restricted and whose component member is made inexpensive, in terms of production cost. SOLUTION: A stroboscopic device 11, applying this damper device for the camera, is provided with a light emission part which can turn from a housing position in a light non-emitting state to a popup position in a light emission feasible state, and a stroboscope main body 12 incorporating the light emission part is coupled with a rotating plate 33, having a prescribed gyrating mass through a one-way clutch part 41 and a gear. By turning the body 12 in the popup direction, the plate 33 is started simultaneously, and the turning speed of the main body 12 is restricted by the starting load of the plate 33, so that the impulsive force of the light emission part at a popup terminal position is softened and a bound phenomenon is reduced.
