PROBLEM TO BE SOLVED: To shorten time required for the judgment processing of a specified picture with respect to the other picture at the time of judging the specified picture having first information and second information. SOLUTION: A first information extraction step for extracting first information from the picture and a judgment step for judging whether second information is to be extracted from the picture in accordance with a first information extraction result are included for solving the subject.
