PROBLEM TO BE SOLVED: To provide a technique of largely reducing not only the amount of exhaust gas but also the generation of dioxins and the like contained in burned ash while using a normal combustion device. SOLUTION: An adsorbing substance that is excellent in the rate of adsorption of hydrochloric gas and a reactant that is excellent in reactivity with hydrochloric gas are main components. A decaying agent is added according to necessity, and a dioxins and the like generation suppressing agent that is granulated and dried is spread on the refuse that is being burnt. Combustion gas and hydrochloric gas in fly ash are eliminated by powdered matter, and the hydrochloric gas in remained ash is eliminated by granulated matter to suppress the generation of dioxins and the like.
