PROBLEM TO BE SOLVED: To easily find out whether a portable telephone is used more than normally. SOLUTION: In the morning, a user goes out of the house, taking a portable telephone 1, and when the user comes home from a visit, the user sets the portable telephone 1 in a charger for charging it and begins charging it (S1). This measurement work is continued throughout a week or a month, and the average value of these remaining quantities of the battery is computed (S2). When the remaining quantity of the battery is less than this averaged quantity of a battery (S2), a warming generator 5 informs the user that the capacity less than the average remaining quantity of a battery used in a week or a month through the means of an LED 3 or a vibrator 4.
