PROBLEM TO BE SOLVED: To improve work for service-pulling down a cable in an optical cable network, a type of work whereby an optical cable is introduced to an individual user (a freestanding house). SOLUTION: A prescribed optical element 10 intended to be pulled down in an optical cable 22 is preliminarily cut off at a position forward by the planned pulling down length from the planned pulling down position P of that optical element 10; then, the planned pulling down length (drop cable) 10' of the optical element 10 is put along the optical cable 22, fixed with a bind 27 and made a prefabricated type collective drop cable. After the installation of this optical cable 22, the cable is service-dropped to the user 3 by releasing the bind 27, separating the drop cable 10' from the optical cable 22, introducing the service drop cable to the user, and connecting it to a terminal device 6 of the optical cable network. This eliminates operation for connecting cables in a columnar shape. The connecting place is only one between the drop cable and the terminal device 6 of the optical cable network.
