PROBLEM TO BE SOLVED: To provide an integrated operational data managing system with enhanced reliability in operational data management by establishing consistency among operational data managed by a data managing device, operational data managed by an exchange and a document managed by a document managing device. SOLUTION: In the system composed of a document managing device 1 for generating a document 1, a data managing device 5 for managing the contents of the document 4 as operational data 5 and an exchange 3 for executing services while using operational data 6, the document managing device 1 is provided with a converting device (1) 7 for converting the document 4 to the form of the data managing device 2 and inputting the converted operational data 5 to the data managing device 2, a converting device (2) 8 for converting the document 4 to a data form directly executable for the exchange 3 and directly inputting the converted operational data 6 to the exchange 3 and a converting device (3) 9 for converting the operational data 5 managed by the data managing device 2 to the form of the document 4.
