PROBLEM TO BE SOLVED: To provide encoding technique with which a picture quality is not considerably degraded on the boundaries of respective areas even on the compression condition of low bit rate when compressing an image for each of prescribed areas. SOLUTION: In the case of wavelet transformation, while referring to an image signal inside a tile corresponding to the state of the boundary of tiles, either a method for generating an expanded image returned at a boundary pixel position or method for generating an expanded image to become a point object at the boundary pixel position is selected. Based on the selected method, the image signal is expanded so as to be a number required for filtering processing, a prescribed filtering processing is applied to that expanded image signal, and information showing the selected expanding method is embedded in encoded data to be generated.
